Legislative Update - SB 219 - 10/4/17

The state capitol is buzzing as we wait out the final days for the Governor to sign bills into law. Below are a few bills we are watching along with where they currently are in the legislative process.
SB 219 - signed by Governor Brown on 10/4/17
SB 219 forces biological female residents in long-term care facilities to share sleeping quarters with biological males, and vice versa. This bill grants preferential rights to LGBT residents and leaves others with little to no right to privacy. This bill is ripe for abuse as the requirement is simply to self-proclaim one's gender identity. This bill could easily be used as a tool by perpetrators to prey upon unsuspecting, vulnerable victims.
SB 219 also demands that facilities, such as restrooms, open to persons of one gender must be available to those of the same gender identity. This becomes especially problematic when facilities, such as bathrooms, are multiple use.
This bill demands that facility staff use a person's "preferred pronoun," but how does staff know what the preferred pronoun is? Can this change during the resident's time in the facility? Staff who do not address patients by their preferred pronoun could be found guilty of a misdemeanor.
SB 239 - signed by Governor Brown on 10/6/17
SB 239 lowers the penalty for knowingly and intentionally exposing someone to HIV from a felony to a misdemeanor. Intentionally exposing someone to a disease that if contracted will forever alter their life is a serious wrong, and should be treated with the utmost seriousness under the law. Lowering the penalty for this act does not do that.

SB 179 weakens, essentially deletes, any requirements for an individual to change their gender on their birth certificate. A person must submit an application and an affidavit stating that they are submitting the change to conform their legal gender with their gender identity and not for a fraudulent purpose. An individual does not have to have undergone any treatment, be planning to undergo treatment, or provide a doctor's note.
In addition, the application for an identification card from the DMV would include the gender choices of male, female, and non-binary. An applicant is not required to provide any information in addition to the application.
Imagine the many problems that will result for law enforcement officials from this free-for-all, self-identifying gender selection. Trying to identify an individual would become increasingly difficult if an individual's sex does not match what's listed on their identification.

AB 569 - on Governor Brown's desk
AB 569 prohibits employers from including in an employee handbook, or code of conduct, anything related to reproductive health care decisions, including abortion. For example, a church or a Christian school could not make it against their code of conduct for women to obtain abortions during their employment, even though it is contrary to that school's moral and deeply held religious beliefs. This bill is a violent assault on religious liberty, as well as massive government overreach.

Israel Giving the Kurds an Air Force to Fight Baghdad - Reports 

Up to 200 Kurdish pilots are being trained in both Israel and South Africa for war against Baghdad, according to sources on the ground.  As we speak, Kurdistan, within Iraq, is becoming an Israeli armed camp.  Air defense weapons, long range artillery, helicopters and combat aircraft moving to Erbil for a wider war against Iraq and Iran.

Moreover, sources say Israeli pilots flying US aircraft, are operating well outside authorized and agreed upon operational zones, hitting Iranian and Hezbollah forces inside Syria.

Sources say that Netanyahu has become a regular visitor to Erbil, meeting with Barzani on at least three different occasions, assuring Kurdistan of Israeli backing when war begins.

We are also told that Iraq’s renewed fighting against ISIS in and near Kirkuk is really the beginning of the war against the Kurds, that ISIS is, in fact, a Kurdish force inside some regions of Iraq.  Israel, we are told, trained Kurds to move into key oil regions of Iraq, begin transporting out oil as early as late 2014, pretending to be ISIS forces while Israel assisted ISIS, with US help, in taking Mosul and Anbar province.

Inside Syria today, Israeli forces with ISIS near Deir Ezzor are coordinating a “re-flagging” operation claimed as the US backed advance into key oil regions of Syria, areas that have no history of Kurdish population.

Kurds moving into Deir Ezzor backed by  the US and Israel, really backed by ISIS itself, plan to occupy much of Syria and choke off oil revenue, weakening Syria and relieving the threat a free and independent Middle East would represent to Israel.

Israel, aided by Saudi Arabia, has played “divide and conquer,” the “Great Game” learned from the British in the 19th century, Turk against Kurd, Kurds against Arabs, Shiite against Sunni, tribe against tribe, arming both sides at times, picking wounds and sitting back, enjoying the slaughter.

Fourth Hackers Congress coming to Prague

Prague has become a center for cyber technology. The city's Fourth Hackers Congress by Paralelní Polis will take place Oct. 6–8, but tickets sold out rather quickly. The last ticket sold for one bitcoin, worth over Kč 100,000. The final ticket was released after the event had already been sold out with more than a month left before its start. Paralelní Polis is located Prague's Holešovice district.

This year’s HCPP 2017 has the subheading Liberate! The congress aims to show that Prague is an important world center of technology, hackers and the crypto community. The main speakers include Amir Taaki, a hacker and programmer considered to be one of the most dangerous people on the internet according to Wired magazine, and Jim Bell, an American scientist and crypto anarchist who has been imprisoned for his activities.

The program has more than 50 presentations, workshops and debates, mainly in English. One goal is to map the worldwide climate of financial freedom and to present selected tools that could help to improve the overall situation.

“This year’s Congress is a unique opportunity to meet world’s famous personalities and experts, who not only can see the future of financial freedom in decentralized technologies, but they as well contribute to this future themselves,” said Martin Šíp, a specialist on crypto currencies and a congress co-organizer, adding that the technology helps the users to break out of the economical dependency on the state.

The congress will again welcome Slovak economical analyst Juraj Karpiš, the author of bestseller Bad Money (Zlé peniaze). The Czech Republic will be represented by Radim Kozub and Pavel Urbaczka, lawyers specialized on crypto currency issues. Other speakers from the region are featured as well.

Some workshops will focus on prediction markets, a virtual marketplace created around events of public life. Users could, after paying a deposit in bitcoin, predict potential results of a certain event. If the event really happens, the person with the closest guess wins the full amount.

While the congress is sold out, people can still support Paralelní Polis in its mission. The organization brings together art, social sciences, and modern technologies. Its main goal is to promote economic, social and digital freedom.

The project operates entirely without government support. Funds come from voluntary contributions and from commercial activities such as a co-working space and the world's first bitcoin-only cafe.

Paralelní Polis was founded by members of the art group Ztohoven, and Slovak and Czech hacker spaces. The project tries to be a voice of freedom in order to shape public discourse, and ultimately work towards what they call a freer future.

Vice President Pence Barely Escaped an ASSASSINATION Yesterday and NOBODY is Talking About It


Yesterday afternoon Mike Pence was busy visiting Pennsylvania for the 9/11 Memorial honoring the heroes or Flight 93. It was during that visit that he escaped an assassination attempt.

Right before Pence flew into town, the Secret Service caught wind of William Robert Dunbar’s plan to take out the Vice President. Dunbar, a 22-year-old National Guardsman from New Jersy, was arrested on duty for saying, ‘If someone pays me enough money, I will kill the vice president.’
That’s right, Dunbar wanted to KILL Mike Pence. It seems like he simply lacked the courage to do so without some backing. Luckily, he was reported for his violent rhetoric and sent to the County Prison in lieu of his $250,000 bond.

 Luckily for us, this would-be murderer was stopped in time and VP Pence and his wife were able to make their trip safely and successfully. They even released this beautiful video of Pence’s trip and commemorative speech for our fallen heroes of 9/11

Rivers of Blood fill streets as Muslims celebrate Eid-al-Adha by cutting the throats of fully-conscious terrified animals, letting them bleed to death in agony

Dhaka Tribune (h/t Victoria B) Citizens of Dhaka witnessed a horrific sight amidst the celebration of Eid al-Adha on Tuesday. Rainfall and animal sacrifices across the city created a dreadful scene of blood streams across streets in the city.

Waterlogging in many parts of the city got mixed with the blood following the sacrifices of the animals creating the disturbing scene. The flooded parts of the city gave an impression akin to rivers of bloo

Many said the incident showed how the city corporations had failed to keep the city’s drainage systems functional and had paid no attention to the matter before Eid. The two city corporations designated 1,000 spots – 496 in the north and 504 in the south – for cutting animals’ throats in front of cheering crowds.

Areas like Malibagh, Baily Road, Shantinagar, Bijoynagar, Paltan, Motijheel, Jatrabari, Bakshi Bazar and Kathalbagan saw people slaughtering animals right in front of their homes.
From around 7.30am in the morning, many people were seen slaughtering animals in the streets in front of their homes and other convenient places in several areas including Mohammadpur, Mirpur, Shyamoli, Uttara, Dhanmondi, Niketon. The roads soon filled up with blood and waste.


Suspected Islamic radicals hacked a student to death on the streets of Dhaka and were reportedly heard chanting “Allahu Akbar” during the murder.

Dhaka Tribune reported that the student, 28-year-old Nazimuddin Samad, was a law student at Jagannath University, who campaigned for secular causes on Facebook and spoke out against radical Islam.

U.N. Tells Trump: Repealing Obamacare Illegal And We Won’t Allow It

Elder Patriot – Almost two years ago, on September 7, 2015 we discussed the Democrats’ determination to put an end to U.S. sovereignty.  We also warned that putting your faith in Republicans to prevent Obama’s (or, Hillary’s had she won the election) acquiescence to a globalist agenda would be a waste of your trust.
Well guess what?  The arrogant elitists that drive the United Nations have warned President Trump that repealing Obamacare and not providing an adequate replacement would be a violation of multiple international laws!
Now whom do you think agreed to those international laws?  Look no further than Barack Obama and his Secretary of State Hillary Clinton for the answer.
Trump will tell them to pound sound and he will ignore the “urgent appeal” from

But, had Hillary been elected president, Obamacare would indeed be the law of the land for at least another decade – or until it collapsed our economy.  Of course, considering the current state of the Republican Party that’s likely to be the case anyway.  (See Cloward-Piven)

Who are the paragons been given the authority to tell us what human rights are?  Why such freedom embracing nations like China, Cuba, Iraq, Qatar, Saudi Arabia, and Venezuela.  Yeah, we should be listening to them.

I don’t want to be told how my money should be spent or what kind of healthcare I should have by any other nation or any combination of nations, and certainly not by these corrupt regimes.

This is not a joke even though President Trump is probably laughing his a** off over it.  The question every American should be asking them selves is what happened over the past eight years that gave anyone at the U.N. the idea that they had any say in our internal affairs?

As we warned in that article two years ago,
“The DNC “knowingly hired a Foreign National to assist in setting the Committee’s Public Policy Agenda for its Candidates, the National Committee, and its Associated Organizations.”   This is in direct conflict with the law.  The United States prohibits non-citizen participation in election related activities.  The FEC has stated, “foreign nationals cannot direct, control, or otherwise participate directly or indirectly in the decision making process of a PAC.”
“Americans will learn that protecting the sovereignty of their country is of paramount importance if a return to prosperity is to be in their future.  Whether they have already learned that lesson or they will come to that realization after it is too late is the larger question.”
We weren’t crying wolf for no reason either.  Obama had signed several treaties ceding our constitutional rights to the United Nations including:
  • Signing the United Nations Small Arms Treaty that was a blatant attempt to backdoor the nullification of the Second Amendment.
  • Signing a pact with the United Nations called the Strong Cities Network.  This despite the fact that nowhere does the Constitution give the president authority to quarter foreign troops on U.S. soil.  If anything, the presence of foreign military personnel within our borders qualifies as an act of war requiring the president to be responsible for their immediate removal.
Americans who loves the idea of America should realize just how close we came to losing it.  And we should thank God everyday that he gave us Donald Trump and the wisdom to elect him.  Not only does Trump respect our Constitutional protections he has proven that he has the steel spine necessary to take on those who would cede our sovereignty to foreign oligarchs.

Disgusting Judge Just Stabbed Trump In Back With What She Secretly Did To Sheriff Joe Overnight

Liberal activist U.S. District Court Judge Susan Bolton, who canceled former Sheriff Joe Arpaio’s upcoming sentencing hearing for his criminal conviction for enforcing our laws, and who had gone as far as telling attorneys not to refile replies to motions that were pending before his recent presidential pardon, has now done a 180 and has decided to challenge President Trump’s Presidential Pardon.
Judge Bolton who was appointed by former President Bill “The Rapist” Clinton appeared to have had a change of heart on Tuesday. Or maybe George Soros paid her to change her tune and not throw out the conviction based solely on Arpaio’s request because of President Trump’s pardon? 


Instead, she has ordered Arpaio and the U.S. Department of Justice, which is prosecuting the case, to file briefs on why she should or shouldn’t grant Arpaio’s request. So basically this activist judge is actually going against a presidential pardon on principle.


I for one wish we would have had judges like her on the right when former President Barack Hussein Obama was busy pardoning violent drug dealers and thugs. But sadly we know all too well that would have never been the case because the right actually follows the law and the United States Constitution.

This isn’t the first time this rogue judge has gone against our sovereignty:

Why Judge Susan Bolton blocked key parts of Arizona’s SB 1070

US District Judge Susan Bolton issued a temporary injunction that halted key parts of SB 1070, the Arizona immigration law, that would have required police to check the immigration status of anyone they suspected of being an illegal resident.

A federal judge in Phoenix issued a temporary injunction Wednesday blocking implementation of the toughest portions of Arizona’s controversial immigration law, known as SB 1070, but the judge allowed other sections of the state statute to stand.

US District Judge Susan Bolton agreed to block the section of the law that required local and state law enforcement officials to check the immigration status of those they suspected were illegal immigrants.
That was the provision that critics said would lead to racial profiling.

Judge Bolton’s decision is an important victory for the Obama administration in the face of a rising tide of concern among several states that the federal government is not effectively enforcing immigration law or effectively protecting US borders.

Five states have introduced legislation similar to Arizona’s law, and 20 others are reportedly considering it.

The ruling adds fuel to an already heated national debate over US immigration policy and sets the stage for more rounds of litigation in a case that could eventually make its way to the US Supreme Court.

In her ruling, Bolton also blocked a portion of the law that required state officials to check the immigration status of anyone in custody in Arizona before they were released from jail.

The judge said the state measure was preempted by federal law because such checks would swamp federal immigration officials who are pursuing different priorities.
“The number of requests that will emanate from Arizona as a result of determining the status of every arrestee is likely to impermissibly burden federal resources and redirect federal agencies away from the priorities they have established,” Bolton wrote.

The judge said the same problem would arise under the provision requiring police officers to check the immigration status of suspected illegal immigrants. “Federal resources will be taxed and diverted from federal enforcement priorities as a result of the increase in requests for immigration status determination(s),” she said.
The judge said the provision would also create an impermissible burden on immigrants who are lawfully present in Arizona.

Bolton concluded that there was a likelihood of irreparable harm to the interests of the federal government if certain provisions of SB 1070 took effect.

“The court by no means disregards Arizona’s interests in controlling illegal immigration and addressing the concurrent problems with crime, including the trafficking of humans, drugs, guns, and money,” Bolton wrote.
“Even though Arizona’s interests may be consistent with those of the federal government, it is not in the public interest for Arizona to enforce preempted laws,” she said.
Opponents of SB 1070 said the law would lead to illegal racial profiling by state and local law enforcement officials. Supporters countered that the state law was necessary to make up for lax and ineffective border enforcement by the federal government.

The Arizona law was deliberately written with tough and aggressive measures designed to encourage the estimated 460,000 illegal immigrants in Arizona to go home.

SB 1070 sought to make violations of federal immigration law into violations of Arizona law, thus empowering state officials to arrest illegal immigrants under certain circumstances.

In agreeing to issue a preliminary injunction, Bolton embraced arguments by Justice Department lawyers and the Obama administration that SB 1070 is preempted because it interfered with the executive branch’s control over immigration policy.

The Obama administration has said its priority is to focus on those illegal immigrants who engage in crime or are otherwise dangerous. Government lawyers said Arizona was attempting to enforce its own immigration policy.
The judge agreed. She said the state statute created a significant enough conflict with the administration’s policies to require judicial intervention.

Arizona officials had argued that the federal-state disputes that exist are over the intensity of enforcement, not the letter and substance of federal law. They said the Arizona law was written to mirror the provisions of federal immigration law and should thus be appeal proof.

But Bolton, an appointee of President Bill Clinton, said the government would likely suffer irreparable harm should various provisions of the law take effect.

Also blocked by the judge was a section of the law that made it a state crime for any foreign resident of Arizona to fail to carry federally-issued immigration documents at all times. Federal law requires that such documents be carried at all times, but federal officials do not enforce it.
The state law sought to enforce it. In enjoining this part of the law, Judge Bolton said that establishing state penalties for violating a federal requirement altered the penalties established by Congress and thus stood as “an obstacle to the uniform, federal registration scheme.”

Bolton’s injunction also blocks the portion of the law that made it a state crime for an illegal foreign resident in Arizona to solicit, apply for, or perform work.
Much of the rest of the law remains intact and those provisions are expected to take effect Thursday.
The judge’s ruling means that Arizona officials will begin enforcing the remaining parts of the law, even while litigation about the entire law – and the enjoined sections – continues in the courts.

Among that part of the law that will now take full effect is a provision allowing Arizona residents to sue any state office or agency for failing to fully enforce immigration laws.
Also still in the law are provisions creating a new state crime of human smuggling, stopping a motor vehicle to pick up day laborers, and knowingly employing illegal foreign residents.

SB 1070 was passed after years of dissatisfaction among many Arizonans with federal efforts to police the lawless border region with Mexico. Across the border, drug cartels have been waging a bloody tug-of-war with the Mexican government. Drug and human smugglers have become increasingly active in Arizona’s rural border areas.
The issue is complicated by politics and the approaching mid-term congressional elections. Democratic strategists are hoping the continuing controversy drives a wedge between Hispanic voters and the Republican Party.
Republicans, on the other hand, are hoping more Americans are concerned about crime and border security than complaints about tough enforcement efforts. But some Republicans are worried about this strategy in the long term given the growing political clout of the Hispanic community in the US.

As you can clearly see from the above article, this isn’t the first time this liberal Clinton appointed judge has gone against our laws and sovereignty. She seems to be constantly siding with the illegal population over law abiding American Citizens. Maybe she should try being a judge in Mexico since she seems to hold them in much higher regards than she holds us Americans. We have reached the point where we need to clean out our judicial system. It’s ridiculous that a judge can get appointed for life without ever having to answer to anyone whatsoever.

We will not tolerate the removal of our Democratically elected President because Democrats can’t get over losing.

Mohamed Noor, the Minneapolis police officer who is accused of shooting and killing Justine Damond, an Australian yoga teacher and spiritual healer, was the first Somali-American officer in his precinct.


Mohamed Noor was the first Somali-American Muslim officer in his precinct. The Mayor heralded Noor’s induction into the force. “I want to take a moment to recognize Officer Mohamed Noor, the newest Somali officer in the Minneapolis Police Department,” she wrote. They held celebrations.
In 2016, though, she wrote a lengthy Facebook post that praised the hiring of Noor. A city newsletter said Noor was hired in March 2015 and “is Fifth Precinct’s first Somali-American Officer.” A welcoming event in his honor “was well attended with hundreds of people showing up to meet, congratulate, and welcome him to the precinct,” the newsletter said.
You can’t make this stuff up.

 A year ago, the arrival of Noor on the Minnesota police force was celebrated by the mayor and Somali community he hails from. There is a pending federal complaint against him, though, by a former social worker from Minneapolis who says Noor and other officers violated her constitutional rights in March by ordering her detention at a hospital after she called 911 to report a drug crime and other issues. Damond was shot and killed while wearing her pajamas and speaking to another police officer after calling 911 to report a possible assault in an alley behind her home on July 15, reports The Minneapolis Star-Tribune.

The shooting death has caused outrage in both Australia and Minnesota, where Damond, who also went by the name Justine Ruszczyk, was a beloved teacher of meditation who held betterment workshops and was supposed to be married in August.

Authorities have been very vague and tight-lipped on the shooting, saying that it’s under investigation.

However, the Minneapolis Star-Tribune newspaper has reported, through three sources, that Damond, 40, was in her pajamas when shot and was speaking to Noor’s partner at the time through the window of a police car in which Noor was allegedly a passenger.

“Three sources with knowledge of the incident said Sunday that two officers in one squad car, responding to the 911 call, pulled into the alley. Damond, in her pajamas, went to the driver’s side door and was talking to the driver. The officer in the passenger seat pulled his gun and shot Damond through the driver’s side door, sources confirmed. No weapon was found at the scene,” the Star Tribune reported.
CBS Minneapolis reports that Noor has an attorney, Tom Plunkett. The television station reported that Damond “made the 911 call and was speaking to police officers Saturday night. They were near the alley when the officer in the passenger seat reached across and shot her. A cell phone was found near Damond’s body.”

Dispatch audio shows that there was a report of a a female “behind the building.” Then, a report of “shots fired” and “one down.”

Noor’s partner was allegedly “stunned” when Noor opened fire, KARE11 reported through a source.
“We take this seriously with great compassion for all persons who are being touched by this,” Noor’s attorney told the television station.

KTSP also reported some of the same details, adding that Damond was shot multiple times.

Family members say the Australian woman had called 911 herself to report a possible assault in an alley behind her home when the officers responded to the call.

“Two Minneapolis police officers responded to a 911 call of a possible assault just north of the 5100 block of Washburn Avenue S. just before 11:30 p.m. Saturday,” the state’s Bureau of Criminal Apprehension said in a news release. “At one point, an officer fired their weapon, fatally striking a woman.” The shooting occurred around 11:30 p.m. The BCA stressed in the press release that the investigation was in its early stages.

The release said neither officer’s body camera was on.

2. The Mayor Recognized Noor’s Arrival on the Force, Where He Became the First Somali Officer in His Precinct

Mayor Betsy Hodges has been very vocal in expressing concern about the Damond shooting.

In 2016, though, she wrote a lengthy Facebook post that praised the hiring of Noor. A city newsletter said Noor was hired in March 2015 and “is Fifth Precinct’s first Somali-American Officer.” A welcoming event in his honor “was well attended with hundreds of people showing up to meet, congratulate, and welcome him to the precinct,” the newsletter said.

Hodges joined in that welcome.

“I want to take a moment to recognize Officer Mohamed Noor, the newest Somali officer in the Minneapolis Police Department,” she wrote.

“Officer Noor has been assigned to the 5th Precinct, where his arrival has been highly celebrated, particularly by the Somali community in and around Karmel Mall. The community even hosted a meet and greet event (see pics) to welcome him,” Hodges wrote. “A wonderful sign of building trust and community policing at work. Welcome Officer Noor and all of the new officers in their new precinct assignments across the City.”

At the time, one community member wrote on Facebook, “Somalis are taking the rightful place in the society and fully integrated. The newest Somali American Police in the Minneapolis PD, Officer Mohamed Noor…We are proud of our young law enforcement agents in our American Somali community. You have our support and we got your back.”
In 2015, the same year Noor was hired, the Minneapolis police force received national attention for its efforts to forge better ties with the Somali immigrant community.
Hodges has expressed great concern about Damond’s death.

She wrote on Facebook, “Tonight, I’m sad, and disturbed. This is a tragedy—for the family, for a neighborhood I know well, and for our whole city. My thoughts are with the family and the community. There is a long road of healing ahead, and a lot of work remains to be done. I hope to help us along that path in any way I can. But right now, I’m sad, disturbed, and looking for more answers, like many of you. I’ll share more information when I can.”

3. Damond Was Engaged to Be Married & Gave Meditation Seminars

Engaged to be married in August, with a fiancee and soon-to-be stepson, Damond had her whole life ahead of her. She had moved to America, friends back in Sydney said, to follow her heart.

She was engaged to Don Damond, who works as a vice president and general manager for a Minnesota casino. Back in Australia, Damond was the daughter of a prominent bookstore owner.

In America, she held seminars on yoga and meditation at a local consciousness center. That center wrote on Facebook, “We are so sad to report the tragic shooting of Justine Damond. Justine was one of the most loving people you would ever meet. We can’t even imagine LHSC with out her.”
She was remembered for her beautiful spirit and profound awareness of healing, which she focused her life around after losing family members to cancer, according to her website. Friends called her a beautiful person and “evolved soul,” and protests have erupted in Minneapolis as activists and family members demand answers.

Justine ran Tuesday night classes on meditation for the Lake Harriet Spiritual Community in Minnesota, which calls itself “a center for conscious living.”

“Originally trained as a Veterinary Surgeon, Justine has also studied and practiced yoga and meditation for over 17 years, is a qualified yoga instructor, a personal health & life coach (EFT, Theta and Reconnective Healing practitioner) and meditation teacher, embracing and teaching the neuro-scientific benefits of meditation with trainings under internationally renowned neuroscientist Dr Joe Dispenza from What the Bleep,” the site’s bio for Justine reads.

4. Noor Has Degrees In Business & Economics but Is the Subject of a Pending Federal Complaint

According to a City of Minneapolis newsletter, Noor “has a Degree in Economics and Business Administration from Augsburg College. Prior to joining the Department he worked in Property Management primarily in commercial and residential properties both in Minneapolis and the St. Louis Missouri/ East Metro market. Officer Noor is excited to be on the 5th Precinct roster and looking forward to being a part of the community.”

Augsburg College is a liberal arts and professional studies college in Minneapolis.

The newsletter adds, “Officer Noor joined the Department in March 2015 and just recently completed his Field Training.”
The Somali community in Minnesota is the nation’s largest.
“The largest Somali diaspora community in the United States lives in Minnesota. Elders and parents in Minnesota’s Somali community increasingly worry that children born in the United States lack connection to their Somali heritage,” reports the Somali Museum of Minnesota.

According to Minneapolis journalist Farrah Fazal, Noor “used to work in property management in real estate in St. Louis/East Metro area.”

The open federal case in the United States District Court, District of Minnesota was filed against Noor, two other police officers, and the City of Minneapolis, by a woman named Teresa M. Graham.


Federal court documents say the complaint is an action for money damages arising out of a May 25, 2017. The complaint accuses Noor and the other officers “without any reasonable or legal cause” of forcing “their way into Plaintiff’s house,” where they’re accused of having “violently and forcibly detained her, and transported her to a hospital against her will.” She’s alleging violations of constitutional rights.
Graham is a retired social worker from Minneapolis.
She alleged that she had called 911 “to report an unknown young male who was sitting on her retaining wall behind her house, smoking marijuana and appeared to be under the influence of drugs.” She did not receive communication or a visit from police, she said, so she assumed they “did not do anything in response to her call.”
She called police again.
She received a phone call from a lieutenant who told her police had driven by her house that morning in response to her 911 call. She also sent an email that afternoon to the mayor, police chief and others “complaining about the lack of response to vulnerable adult reports that she had filed related to the illness and death of her sister in November 2016.”
Police reports allege that “one or more relatives of Plaintiff reported to police that Plaintiff has some sort of mental health issues,” the complaint says.
At about 8 p.m. that day, Officer Noor and another police officer came to her house to perform a “welfare check” and Noor “reported that the welfare check was in response to a request” by “an anonymous cousin.”
They knocked on her door, and she opened it. The other officer told the woman that “a cousin had called and accused Plaintiff of making threats to him and his family.”
That officer told Graham that “they came to find out if she was okay and told Plaintiff that a family member had called and stated there was a problem,” the complaint alleges. The officers wouldn’t tell her who called.
Noor “eventually stated that the issue was over and apologized,” and the officers left, the complaint alleges. Graham then called 911 to complain about the police encounter. She believed it was retaliation for her earlier complaint and was “bizarre.” She also called 911 to “report concerns about her brother, a vulnerable adult with serious medical needs.”
Noor and two other officers again came to Graham’s house. Another officer had “ordered that Plaintiff be involuntarily transported by ambulance to a hospital,” according to police reports of Noor and a third officer.
Graham told officers to leave and shut the door. They broke a screen insert in the storm door and removed it, her complaint alleges. They knocked repeatedly on her front door.
She claims that the officers forced their way into her home without permission. “Defendant Officer Noor grabbed Plaintiff’s phone from her hand and then grabbed her right wrist and upper arm, thereby immobilizing her,” the complaint says.
Graham was told she was going to the hospital because it was believed she was in a “mental health crisis.” She was accused of calling 911 “a million times,” the complaint says. In the application for emergency admission, she was accused of continuously calling 911 and being verbally agitated and not making sense, which she denies.
She was held at the medical center for more than 1.5 hours, at which time a physician ordered that she be discharged, the complaint says.
According to KARE11, “Noor has two open complaints against him from 2017 and one from 2016,” although the station does not detail what they are about.

5. Noor Is on Administrative Leave While the Shooting Is Investigated

Noor has been placed on administrative leave, while state authorities investigate the shooting. That’s a standard action in officer-involved shootings.

Zach Damond, who would have become Justine’s stepson when she married his father in a month, demanded answers.
